bad dirt? or good dirt

I live in a small town near Edmonton, Alberta. I bought a house and have noticed that the back lawn is sparse (with lots of weeds), I dug a flower garden the dirt seemed very slimy when wet. This soil is dark black and when ever it rains the dirt will remain very slimy for hours. I do know that last year the previous owner re-graded the back yard and got some dirt delivered. I figured there was just a high clay content in the dirt. Am I wrong?. What is wrong with my soil? Can or should I fix this? Will I have trouble with grass, flowers or vegies in this soil? Thanks in advance for advice.

You need to have a soil test done to determine what you need to do to amend the soil. Here in the US, the Dept. of Agriculture’s Extension Agents do soil tests. Perhaps you have a comparable agency there or a large garden center that can help you with getting a soil test.
