Cold air return

My apologies if this has been answered before but i really did try looking through the forum first.

I’m starting to wonder if the reason the bedrooms upstairs tend to be warmer not just because of the fact that hot air rises but maybe the cold air returns aren’t doing their job.

If i put tissue paper in front of the return vent, i get nothing happening. there is definitely cold air coming in through the registers but the warm air isn’t clearing out.

what should i check for? i tried looking for leaks but without taking apart the walls, i’m wondering if there’s another way.

Well, you could check your filter just in case it is blocking some flow, but I know with my returns I don’t feel heavy suction either. It is more of a dull suction. Perhaps your ducts weren’t properly designed upon original installation, leaving the upstairs a little too hot.
