Cold water mixing with the hot water

Recently my hot water has not been getting hot, and this seems to be happening in my kitchen sink then went to the upstairs shower/tub and sink?
I have been told that taps/faucets that turn on with one faucet can sometimes have a faluty valve that allows the cold to mix with the hot?
So I replaced the bathroom sink with a two faucet tap and I replaced the kitchen sink with a new, one faucet tap again, and I still have luke warm water coming out of the hot. My hot water tank cold and hot are good and I have had the tank checked and it’s good. What am I missing?
If i turn off the cold under the sink in the kitchen my hot water is boiliing hot, I turn on the cold in the kitchen again, the water is luke warm. I can turn off the water upstairs and the water gets hot, when the cold is off. Where do I begin process of elimination?

It sounds like you have a single handle kitchen sink faucet and you should change the cartage in the faucet and let us know it this helps.
