Frost-free valve?

A neighbor has a outside garden hose FROST-FREE valve, and when it is turned on, water squirts out a hole behind the handle. NOT around the stem, but the casting. The hole can’t be seen, but using my finger and reaching around the back it feels like a hole approx. 1/8 to 3/16 inches in diameter.

When you shut the valve OFF, a second or so later a BLAST of water comes out the hole. Is this a bleeder valve that isn’t working right?

Any help on this is most welcome.

If you are feeling a hole in the body of the valve, you will probably need to completely replace the valve. Try to look at the hole with a small inspection mirror. Is it possible it has frozen and has a small split in the valve or piping?
