Frost in refrigerator

Heavy frost around casing the refrigerator light sits in. Freezer is freezing ok. Refrigerator seems a bit cold. Temperature control button is on 4. I’ve set this before from 3 – 5 and nothing much seems to change. I use this refrigerator as a spare but open it at least once a day. We’ve vacuumned and cleaned back area and inside drains. Any ideas?
