MAH8700 washer Does not dispense fabric softener

We have a Neptune MAH8700 front loader that will not dispense fabric softener. After a load is done, the chamber is still full. I have taken off the top, checked the hoses going to the dispenser and all are clear. I ran water through all of the passages in the dispenser assembly to ensure they are clear. The only other thing I can think of is electrical. The connections are good, so how do I test the solenoid? Is there something else I should be looking at?

multi-meter : ohm out the solenoid with wires off , not sure but maybe around 500 ohms (forget at the moment) . Also , 120v to solenoid when time comes to dispence.
