New lawn over solid rock?

Hi everyone, I live in Northeast PA in a Rocky area. In the front of my house its basically a rocky cliff spanning the entire length of the lot. I would like to put a lawn there ( I did the yard already). The thing is, there are areas of this space where its literally solid rock. I usually get my soil from the builder here so I can get it by the truck load. Aprox how many inches would I need to get some grass going over the solid rock areas?

Even with 6″ of soil on solid rock, it would be a challenge to grow grass. The rock absorbs heat, sheds water, and soil could wash away on an incline during a heavy downpour. It would likely be more simple to simply incorporate the large solid rock areas as part of the landscape while attempting to grow grass in surrounding areas. The rocks would provide hardscaped surfaces that require no water, mowing, or fertilizing. Growing grass around the rocks will be challenging enough as rocky soil tends to be weak and inconsistent in nutrients.
