Toilet- Water fills past level

My toilet is constantly over filling past the marked level in the tank, causing it to drip into the overflow tube.
Whats wrong & what needs to be replaced?
I have already tighten the adjustment screw to lower the float but to no avail.
I’m thinking the ballcock washer needs to be replaced? yes/no?
If you pull up on the float or float rod does the water stop?
If it does, it is either out of adjustment, or the washer has hardened and takes too much pressure to make it work.
If it does not stop, you have 2 choices, either take the valve apart and try to clean out the valve part of the ballcock, or just replace it. In my opinion, I would most likely replace it to a Fluidmaster ballcock.
