Whirlpool Dishwasher not filling all the way #DU810SWLT0

dishwasher starts to fill then goes into wash cycle before there is enough water for the pump to pick up. If I start it 3 times it has enough water and sprays water great.
The Timimg Chart show a fill time of about 40 seconds (maybe 80 seconds).
Is it trying to fill for the full 40 seconds (bad Water Valve/ clogged water screen/ low water pressure)
or does it stop trying to fill before the 40/80 seconds are up (bad float switch?)
